Gov Sandoval Names Hill, Haun, & Hornbuckle to Stadium Board

CARSON CITY, NV – Governor Brian Sandoval today announced the appointment of Steve Hill, Dallas Haun, and Bill Hornbuckle to the Clark County Stadium Authority Board, effective immediately. The Governor has named Steve Hill Chairman of the Authority.

“Steve Hill, Dallas Haun, and Bill Hornbuckle are seasoned, thoughtful, and tough negotiators and all have the added benefit of broad management experience. Clark County, and the entire State of Nevada, will be well-served with these appointments. Their combined experience includes a deep understanding of construction, development, finance, contracts, labor, budgeting, and the legislation passed during the last Special Session of the Legislature,” said Governor Brian Sandoval. “With the passage of Senate Bill 1, we are investing in Nevada’s most foundational industry by providing for the infrastructure needs of the 21st century. We must never rest in maintaining and growing our position as the global leader in entertainment and hospitality. Steve, Dallas, and Bill are exceptional leaders who deeply love their community and state. I am pleased to appoint them as we move forward to provide a new home for the UNLV Rebels and possibly welcome an NFL franchise to Las Vegas.”

Steve Hill serves as the Director of the Governor’s Office of Economic Development and former Chairman of the Southern Nevada Tourism Infrastructure Committee. Prior to his state service, Hill worked in the construction and development industry for more than twenty years. 

Dallas Haun is the Chief Executive Officer of Nevada State Bank and the Executive Vice President of Zions Bancorporation. Haun has more than 35 years of commercial banking expertise and serves on the Board of Trustees for the UNLV Foundation. He has been involved in financing multi-billion dollars commercial and residential projects.

Bill Hornbuckle serves as the President of MGM Resorts International and served on the Southern Nevada Tourism Infrastructure Committee. His role at MGM includes serving as the company’s Chief Construction Design and Development Officer. Hornbuckle was included on the list of nominees submitted by the two companies that pay the most in room tax revenue in Clark County, as prescribed in Senate Bill 1.

The Clark County Stadium Authority Board is a public body subject to state open meeting law and all other applicable laws governing public agencies. The Authority will take ownership of the facility and the land and will be required to approve the stadium’s location, development plan, and operating agreements with the stadium events company and the development partners. In addition, the Authority will manage the waterfall revenue distribution, the capital improvement fund and related expenditures. Senate Bill 1 establishes that the Governor shall appoint three members of the Authority, the Clark County Commission shall appoint three members, the UNLV president shall appoint one member, and two members of the public will be elected by the seven appointed members. The Clark County Treasurer is the tenth member of the Board, but he or she is a “nonvoting, ex officio” member only.
